Ensuring to make commuting more accessible, secure, and efficient for all Filipinos
The Libreng Sakay Program is an initiative of the Office of the Vice President (OVP) which aims to ease the daily burden of commuting by providing free rides to Filipinos who rely on public transportation.
Through the deployment of dedicated OVP buses, the program augments existing public transport services by offering safe, reliable, and cost-free transportation, particularly in areas and periods where commuter demand is high.By working closely with the Department of Transportation, the Metropolitan Manila Development Authority, and private sector partners, the Libreng Sakay Program has already benefited millions of Filipino commuters nationwide.
In addition to its regular operations, the Libreng Sakay Program has also been strategically deployed during holidays, natural calamities, and periods of transportation disruption. This implementation has successfully helped commuters’ mobility when public transport options are limited or strained.
Since its official launch on August 3, 2022, the program has deployed nine OVP Libreng Sakay buses which currently serve routes in Metro Manila, Naic–Cavite, Cebu, Bacolod, Davao, and Tacloban, expanding access to free and dependable transportation across key urban centers.
The implementation of the Libreng Sakay Program adheres to the guidelines issued by the Land Transportation Franchising and Regulatory Board (LTFRB) under Memorandum Circular No. 2022-031 as well as prevailing regulations set by relevant government agencies, including standards on passenger safety and operational efficiency.
Through the Libreng Sakay Program, the OVP continues to promote inclusive mobility, reduce transportation costs, and support a more accessible and people-centered public transport system for Filipinos across the country.
