The Medical Assistance Program of the Office of the Vice President (OVP) is a key initiative aimed at providing financial support to individuals who need assistance in necessary medical care.
Through this program, the OVP helps subsidize expenses such as hospital bills, laboratory tests, medicines, and other essential health services. It is designed to complement existing government health programs by addressing gaps and offering immediate relief to patients in urgent need. Beneficiaries typically include indigent patients, senior citizens, persons with disabilities, and those facing serious or life-threatening conditions.
Beyond financial aid, the program reflects the OVP’s broader commitment to accessible and responsive public service. As of December 2025, a total of 271,631 individuals were served under the Medical Assistance Program of the Office.
However, there is no approved budget for the Medical and Burial Assistance Program of the Office of the Vice President under the 2026 General Appropriations Act (GAA).
Nonetheless, wheelchairs can still be obtained from any OVP Satellite Office, including the OVP Central Office. Applicants must present original documents during the interview for validation. Should further evaluation or justification be required, processors may ask for additional supporting documents. All clients are expected to comply with the following requirements:

should be issued by the Department of Social Welfare and Development (DSWD), Provincial Social Welfare and Development Office (PSWDO), City Social Welfare and Development Office (CSWDO), Municipal Social Welfare and Development Office (MSWDO) Social Worker or Medical Social Worker in the hospital, and addressed to the OVP, or generic addressee (e.g., addressed to “your good office”, no addressee)
Alternative: Certificate of Indigency/Eligibility
issued by the PSWDO/CSWDO/ MSWDO where the client resides. Must state that the client is in need of medical assistance/wheelchair. Dated and signed not more than three (3) months prior to the date of the application.Valid as of the date of the application.

In lieu of medical records, a certification from the attending physician that the patient is in need of a wheelchair, or in case the necessity is readily apparent, a photo of the patient will suffice.
